That didn't do it, but I did track down the problem

I appreciate the suggestion, but unfortunately DisplayFontAdjustment did not have any effect.

I worked on this some more, and here is what I found:

It appears that Notes reads the DPI setting from the OS and modifies itself accordingly, whether you like it or not (and regardless of the chosen "theme.") So if you set the DPI to 120 (as I had done some time ago and then forgotten about), Notes will set

FontIncrease=2

without your explicitly asking for it, and there appears to be no way around this.

This is too bad, because I liked how other apps and the OS look with DPI @ 120 (using my laptop at native resolution of 1400x1050). But for Notes it's painfully large. So either everything else is too small for me or Notes is too big.
